Parliamentary Committee Engages TBL on Policy, Investment, and Industry Challenges

On 24th January 2026, the Confederation of Tanzania Industries (CTI) organized a visit by the Standing Parliamentary Committee on Industries, Trade, Agriculture, and Livestock, led by its Chairman, Hon. Deodatus Mwanyika, to CTI member company Tanzania Breweries Limited (TBL).

The visit formed part of CTI’s ongoing efforts to strengthen dialogue between Parliament and the private sector, providing policymakers with firsthand insight into the operational realities of Tanzania’s manufacturing industry ahead of the national budget process.


Welcoming the Committee, TBL Managing Director, Ms. Michelle Kiplin, expressed the company’s appreciation for Parliament and the Government’s role in shaping policy frameworks that support industrial growth and long-term sustainability.

“We are thankful for spearheading policies that enable industry growth and sustainability,” said Ms. Kiplin, emphasizing that policy stability and predictability remain critical enablers of investment, not only nationally but also in enhancing Tanzania’s regional competitiveness.


During the discussions, TBL acknowledged several policy reforms that have positively impacted the business environment, including the reduction of Excise Tax Stamp (ETS) costs by 20 percent and the introduction of a three-year tax calendar, which has improved predictability and planning for businesses.


However, the company also highlighted a number of persistent challenges affecting operations and investment decisions. These include the requirement for one-third deposits to admit tax objections, the application of 100 percent transfer pricing adjustments, interest capping during judicial processes, and the need for better alignment of Trade Facilitation Units (TFUs) across government institutions.

Speaking during the visit, Hon. Deodatus Mwanyika underscored that the engagement aligns with the TDV 2050 Agenda, which seeks to build a strong, participatory, and inclusive economy. He noted that effective policymaking requires direct engagement with stakeholders and a clear understanding of the challenges they face.

“To understand the real issues, we must talk to stakeholders and visit them where they operate,” he said. “Through CTI, we have visited TBL to listen to the challenges facing the sector and to gather practical solutions before we proceed to the budget sessions.”


The visit concluded with a shared commitment to continued engagement between Parliament, Government, and industry, reinforcing the importance of evidence-based policymaking in strengthening Tanzania’s industrial competitiveness and supporting sustainable economic growth.
