On September 6, 2026, the Confederation of Tanzania Industries (CTI) organized a visit by the Parliamentary Standing Committee on Budget, led by the Chairman of the Committee, Hon. Mashimba Ndaki, to the Tanzania Breweries Limited (TBL) Malting Plant in Moshi, Kilimanjaro, as part of a broader effort to understand the manufacturing sector's contribution to Tanzania's economy.
The plant, originally established in 1983, was closed in 2017 and revived following supportive government policy interventions, with production resuming in late 2024. It currently produces approximately 8,000 tonnes of malt annually, with plans to expand toward 20,000 tonnes, contingent on the availability of quality local barley.
TBL's Managing Director, Ms. Michelle Kiplin, welcomed the Committee and presented on the company's operations, covering investment, local sourcing, employment, and sustainability initiatives. The Committee then toured the production facilities before engaging in discussion on operational, fiscal, and regulatory matters.
Among the key figures shared: approximately 65% of TBL's procurement is now sourced locally, and the company's spending on barley research and development nearly doubled from 2024 to now, an investment aimed at developing barley varieties suited to local growing conditions. TBL reported a tax contribution of approximately TZS 847 billion during the 2025/26 financial year.
TBL highlighted various Environmental, Social and Governance initiatives covering responsible drinking, climate action, water stewardship, sustainable agriculture, sustainable packaging, ethical business practices, community development, employment and skills development.
TBL acknowledged the Government's efforts in honoring the continuation of the proposal of having the Excise Duty Calendar for three years, as it promotes business to make investment projects and forecasts.
Furthermore, the company raised several policy matters with the Committee, including the need for greater predictability in excise duty, a review of Electronic Tax Stamp implementation costs, and continued government support for barley farmers through improved seeds and agricultural extension services.
The Committee acknowledged these concerns, noting the importance of a stable fiscal environment and stronger agriculture-manufacturing linkages in supporting industrial growth.
