The Confederation of Tanzania Industries (CTI) has facilitated a consultative meeting between the Tanzania Revenue Authority (TRA) and CTI-member cement manufacturers, resulting in a shared commitment to increase cement production, address supply constraints, and ensure cement remains available and affordable in the Tanzanian market.
The meeting was held on 25th September 2026 at the TRA Headquarters, bringing together the TRA Commissioner General, Mr. Yusuph Mwenda, senior TRA officials, and the CEOs and representatives of cement manufacturing companies. The manufacturers were led by CTI Chairperson, Mr. Hussein Suphian.
The dialogue reflects CTI's core role as the bridge between industry and Government: convening members, consolidating their concerns into a clear position, and creating a platform where policy and tax authorities can hear those concerns directly and respond to them.
Demand up, capacity under pressure
Manufacturers reported that cement demand has risen significantly, putting pressure on existing production capacity and clinker supply. They committed to maximizing production and to strengthening coordination on planned plant maintenance and shutdowns, so that disruptions to market supply are kept to a minimum.
Clinker availability and cost
The industry raised concerns over the availability and cost of clinker. Some manufacturers have turned to imported clinker because of domestic supply constraints, noting that imports come with longer lead times, port congestion, demurrage, and additional costs.
Through CTI, manufacturers requested consideration of temporary and proportionate relief on taxes and charges applicable to imported clinker. TRA acknowledged the request, noting that any intervention should also protect the competitiveness of domestic clinker producers.
Electricity and logistics
Manufacturers told TRA that power interruptions and fluctuations disrupt production, increase reliance on generators, and raise operating costs, and called for continued investment in transmission infrastructure, substations, and reliable power to industrial areas.
Transport and logistics constraints were also raised, including high transport costs, shortages of trucks and drivers, poor road connectivity, and limited use of railway infrastructure. Manufacturers noted that better transport infrastructure would lower distribution costs and improve cement availability across the country.
Tax administration: a partnership approach
TRA emphasized that it regards manufacturers as partners and is committed to facilitating legitimate business while maintaining tax compliance and a level playing field. The Authority commended cement manufacturers for their compliance and cooperation.
To improve tax audits, TRA committed to strengthening its officials' understanding of cement manufacturing processes, and announced plans for technical visits to cement plants so that tax officials can better understand production processes, material consumption, and other technical aspects relevant to tax assessment.
On excise duty, TRA clarified that the recent adjustment was an inflation-indexation measure and encouraged the industry to submit evidence-based proposals through the appropriate fiscal and policy processes.
Investment and expansion
Several manufacturers reported ongoing or planned capacity expansion projects aimed at meeting growing demand. TRA reaffirmed its commitment to facilitating eligible investment incentives in accordance with the law, while cautioning against the abuse of tax exemptions and incentives.
The way forward
The meeting closed with a shared objective: cement that is "available and affordable," supported by continued investment, fair competition, tax compliance, and industrial growth. TRA and the manufacturers agreed to maintain regular engagement to address emerging challenges.
